Housing Resilience Action Plan 2030 – Tackling Legacy Issues: Resilient Homes for Affordable Insurance
The Housing Resilience Action Plan 2030 sets out a coordinated national framework to address the growing crisis of home insurance unaffordability affecting households living in high‑risk, low‑resilience “legacy homes”. Developed through a cross‑sector collaboration between Financial Counselling Victoria (FCVic), Finity, Financial Rights Legal Centre, Resilient Building Council, ARC Justice and Monash University, the Action Plan responds to the reality that rising climate risk, escalating premiums and insurance withdrawal are already leaving many households underinsured or uninsured. The Plan is deliberately focused on existing homes and households for whom resilience upgrades are feasible, recognising that this is a system‑wide problem that cannot be solved by households acting alone.
Grounded in lived experience from community and consumer advocates, including financial counsellors and community legal centres, the Action Plan emphasises the central role of trusted, independent advice and coordinated reform across government, insurance, banking and building systems. It proposes practical, cost‑effective actions to link physical resilience improvements to insurance affordability, while protecting vulnerable households from further harm. Following its release, the partners call on the Federal Government to convene a National Housing Resilience Accord within six months to align policy, finance and market settings and begin implementing shared solutions. The message is clear: without national coordination and leadership, insurance unaffordability and financial hardship will continue to escalate — but with decisive action, fairer and more sustainable outcomes are within reach.
