In early December 2025, Financial Counselling Victoria (FCVic), in partnership with Julia Davis (Financial Rights Legal Centre), Dr Antonia C. Settle (Monash University), Sharanjit Paddam and Vicki Mullen GAICD (Infinity), and Jack Piper (Arc Justice), convened the Legacy Housing Forum: Affordable Insurance for Australian Households
The forum brought together representatives from the insurance and banking sectors, all levels of government, regulators, academics, and consumer and lived experience advocates. The shared purpose was to explore insurance affordability through an innovative, collaborative, and systems‑focused lens.
Facilitated by Jacki Johnson and opened by Dr Daniel Mulino, the forum examined practical responses to a growing systemic issue now affecting an estimated 250,000 Australian households and 80,000 small businesses. With disasters and extreme weather events increasing across the country, the need to address insurance affordability is both urgent and critical. FCVic thanks Dr Mulino for his leadership and commitment to progressing solutions to Australia’s insurance challenges.
FCVic’s Disaster Recovery Lead, Kellie Davis, said the forum was more than a one-day think tank; there was an energy in the room, emanating from the shared cross-sector commitment to finding real solutions that work for some of Australia’s most vulnerable citizens. The forum was an excellent launch pad for the organising committee to continue working with all stakeholders until resolutions are reached, allowing all Australians equitable access to affordable insurance options.
